The Atlas reads every state’s Medicaid program against the Code of Federal Regulations and the state’s own public record, and builds the register of what is owed, by whom, and when. A subscription puts that work on your desk on a rhythm: the obligations coming due, seated on your agency’s own structure, every week — and, at the second tier, the register itself, kept current, with the determinations that say which obligations are yours and in what form.
Nothing in the Atlas is a judgment on anyone’s work. It is a data collection from public documents, kept current. A gap in a packet means the public record does not carry the item — it does not mean the work is not done. And every state is welcome to submit additional information, public-facing or not, and have its record re-determined on the evidence.

The sample packet is the product in hand — a North Carolina first packet in the exact form the Notifications tier delivers, and Tennessee’s beside it. Both are built from their states’ registers of record, public information only.

Free to Medicaid agencies nationwide. The giveaway is framed at the federal level — the information-reporting obligations in the Code of Federal Regulations and the Internal Revenue Service’s move from the FIRE system to the IRIS platform — built at the full standard: complete package, desk procedures, companion guides, process maps, and the transition module. It is the standing sample of the line, so any agency can inspect the work in hand before anything is ever asked of it. The lineup:
The generic edition — federal and CFR-based, centered on no state, made for every state’s Medicaid agency. It is the core giveaway, and it heads the free downloads as it completes.
Custom additions for Tennessee and North Carolina — free, riding on the generic edition, built from those states’ completed Atlas analyses. They join the free downloads as they are built.
Sold per state Medicaid agency. Both tiers are public-information products: no confidential material is requested, received, or needed.

Buy it once. Download it. Run it yourself. Separate from the subscription: a project package is a complete project support package for one defined job of work — built from the public record of the state it serves and generated from that state’s maintained register, with every claim sourced to an instrument, the applicability determinations printed on the face, and the gaps named as a work list with owners, dates, and decisions attached. It is scaffolding: the whole structure, standing, ready for your own team to work inside. Nothing in a package requires the seller’s involvement after download.
The flagship sample — the North Carolina 1099 Operationalization Starter Kit, 34 pages — carries all seventeen artifact types: charter · WBS · schedule with Gantt and milestone line · five swim-lane process maps · RACI · five companion guides in plain speak · eight SOPs · training plan · communications plan · risk register · decision log pre-loaded with the decisions the record forces · issue log and a fully worked corrective action plan · checklists · evidence register · status dashboard. Every artifact is a finished worked example; blanks exist only where your own internal data must drop in, and every one is indexed. The standing sample and the Artifact Catalog are available for inspection before purchase.

Per package: $2,500, one-time. Packages are listed state by state as the series completes each state’s register. A starter kit is not a compliance determination, and not tax or legal advice; where the record does not establish a fact, the package says so and hands the buyer a decision — it never fills a gap with an inference. Project Packages are a product of the Measured Continuous Attestation line.
A state opens for subscription when its register is built and verified — the same standard the scorecard shows. The series runs one state a day from October 26, 2026.

You pick your state, your tier, and the editions your agency receives — every unit, and the named leadership editions — from your state’s published structure, the same structure the register is mapped to. The signup produces your record and shows your first packet’s preview, scoped to your tier. Checkout follows as the next step; no payment is taken on the signup form.
Every figure the Atlas prints is pulled from a state’s register of record; this page claims no certification and no standing the registers do not support. The work is designed to meet one standard — the federal regulation text and the state’s own published record, checked line by line. The Atlas and the subscription are projects of Agentic Armor LLC.
