The Atlas, state by state

The Medicaid Compliance Atlas is Agentic Armor’s entry product. Agentic Armor is the bigger house; the Atlas is how it gets off the ground — and where it starts.

This map is the door. Pick a state — on the map, or in the list — and its standing opens beside it: the register behind its figures, its part of the proof totals, and the state’s report where a public one exists. The free sample and the line itself are on the shelf directly under the map.

The companion door stands at the state Medicaid interfaces: every state’s own front doors — portals, enrollment, manuals, bulletins, fee schedules — laid out one state at a time, each a straight link to the official page, on pages built to collect nothing.

Start with the sample — the line, on the shelf

The Atlas is sold, not just shown. This shelf is the whole storefront, up front where a state can reach it: the free sample, the two subscriptions at their two depths, and the one-time packages — named, priced, with the doors on them.

The sample packet

The CFR Visibility packet in generic form, built from public sources only: the week, month, and year outlooks for the sample week of October 26, 2026, and the standing obligations behind them, across the whole organizational structure of the state’s Medicaid agency — the distilled agency edition of what a subscription delivers, every week. This one is North Carolina’s.

South Carolina is not sold from this shelf. Its package is delivered by hand, and nothing here links to it. What stands in the open for South Carolina is its public detail — its figures in the breakdown below, and its standing in the gateway panel above.

The Federal Atlas is a compliance register and binder built for every state Medicaid program, one state at a time, from the Code of Federal Regulations and each state’s own public record. A state lights up on this map when its binder is built and checked against its register of record. Every figure on this page comes from the registers of record — pulled by the scorecard generator, or recomputed by the figures publisher for the proof totals and printed with its date. Nothing is typed by hand.

Further states light up as their binders are built and verified, in the program’s order.

How the headline total is built — state by state

The proof page prints the house’s verified standing as one summed total. This is what the total is made of: every state that carries a register, its part of the sums printed beside it, and the states that add nothing named just as plainly. The same figures, from the same publisher, as of the same date.

1,521 provisions in scope · 165 verified — the sums of the three registers below, added state by state and never averaged. A state enters the total only when its register stands.

FIGURES OF RECORD
In scope512
Verified, live tracker134
Anchorednot a measure this corpus carries

The federal corpus. Its count is kept by a live evidence tracker, not grounded once at build — the depths differ, and they are printed, never blended. South Carolina’s full report is delivered by hand: it is not published, and it is not linked from this page. What stands here is its public detail.

California

NOT STARTED

Not started. California has no Atlas register of record; it contributes nothing to the sums above, and there is no report to open. When its register is built and checked, California lights up here and on the map, and its figures enter the total the same way every state’s do.

Filled — a register stands behind the state’s figures. Open — no register yet; the state adds nothing. The bar under each register state is that state’s grounded or verified share of its own register.

Companion figures — printed, not blended. Health score 27.8: the federal corpus only — South Carolina’s corpus in the W5 system of record: 16.9 coverage + 10.9 confidence, on 138 matched and 134 verified against a 490-provision baseline, the formula of record. No Atlas-wide health is computed; the matched count exists for no other state, and a summed health would invent two states’ worth of it. Legacy audit-chain corroboration 93% — Bureau 1 exemplar, 14 of 15 events independently corroborated; a Bureau 1 figure, and it does not aggregate.

Depths differ by design, and are printed. South Carolina’s verified count is a live evidence tracker (compliance status ‘Evidence on file’, the canonical rule). Tennessee’s and North Carolina’s counts are grounded at build against each state’s cited public sources, single-source; their entry-by-entry evidence passes are named follow-ons in their own registers.

How one state’s gate is counted, gauge by gauge, stands next: North Carolina, worked in full.

How a gated state is tracked — North Carolina, worked in full

Every state’s listing is tracked by the same pair of gauges: the first counts the gate the state must clear, the second counts the state’s standing. North Carolina — State 1, Day 1 of the program — is worked here in full as the pattern’s example. Its binder is built and its register stands; what remains is the gate before its Day 1 presentation, and the gate is counted, not just named.

The gate, stated plainly: North Carolina’s Day 1 presentation waits on the pre-live protocol running and on the principal’s ruling pass on the state’s staged pre-live findings. Neither has happened yet.

GAUGE 1 · THE PRE-LIVE GATE

0 of 8 · 0%

The gate’s parts, counted from the state’s pre-live record of October 21, 2026: the protocol’s three phases — a 60-minute cook, a 30-minute scrape, a 30-minute cook — not run for this state; and the ruling pass’s five staged items — P-2 (the 2025 Quality Strategy), P-3 (one wording tense), P-1 and P-4 (two knowledge-base re-grades), and the audio recap’s re-voice — none ruled. Cleared: 0 of 8.

GAUGE 2 · THE REGISTER

232 of 501 · 46%

The register stands built: 501 entries, counted by the scorecard generator from the register of record (October 21, 2026). 269 entries stand anchorless-unresolved in the register’s own count, so 232 of 501 (46%) carry their anchor today. Companion measures, printed not blended: the knowledge base’s adjusted depth is 57.6% (36 rows — 19 HAVE, 17 MISSING); determinations have not yet been run for this state; 16 conflicts stand counted on the register. When the gate gauge fills, the state is presented carrying this standing.

Applicability comparisons — custom work

State-to-state applicability comparisons are not published. No table on this site sets one state’s determinations beside another’s, and none will: a comparison is custom work, produced for one requester from the states’ registers of record. Request one through the intake below. The price is set at intake, on the scope of the request — the states compared and the applicability questions it carries — and no price is quoted here. Production follows intake and pricing, and every custom comparison is delivered only after an extended verification cook of two hours, the long form of the gate every Atlas binder passes before it ships.

1 · WHO IS ASKING
2 · THE COMPARISON
3 · DELIVERY TERMS

A custom comparison is priced per request at intake; the price follows the scope named above and is confirmed with the requester before production begins. The comparison is produced from the public record and the states’ registers of record, delivered as a binder-standard document to the requester’s email, and released only after the extended two-hour verification cook completes. A state whose binder has not been built cannot be compared until it is built; a withheld state is never compared.

On this page the intake produces a request record in this browser and downloads it as a file for your records — the working model’s honest limit, the same pattern as the subscription signup. Nothing is sent and no payment is taken here; a production intake is the stated next step.

Scores ride as badges beside state names, never inside them. A state’s figures are exactly what its register carries on the date shown; this page claims no certification and no standing the registers do not support. The binders are designed to meet one standard — the federal regulation text and the state’s own published record, checked line by line. South Carolina’s binder and full report are withheld by standing order and delivered by hand; the only South Carolina figures on this page are its figures of public record, standing in the breakdown above.
