The Atlas registers are built from the public record, and the record moves: an agency issues a bulletin, a state publishes a corrected document, a source surfaces that the present record has not caught. State agencies and their staff hold those documents first. This door is how a document reaches the record: it is registered on arrival, read against the state’s register of record, and, when accepted, it changes the register and is named in the state’s change log as the change it caused.

Name the document and where it can be found. The submission is reviewed against the register before anything changes; nothing is published on receipt.
