How the binder is built

There is one source per section. The pages in the master binder and the pages in the section PDF are the same pages, so what a reader sees in one place is what stands in the other.

What a section holds:

• The reconciliation in one view: the state’s own record set against the federal regulation, provision by provision.
• The findings, printed plainly: what the record supports and what it does not, in regular words a reader can follow.
• The determination register: one box per determination, and each box names the document the determination rests on.
• The document map: the page that ties every determination back to its source, so any line in the section can be traced to the document behind it.

A gap prints as a gap. Where the record does not hold a determination, the section says so in plain words, and the gap is never rounded away or filled in. The figures in a section come from the state’s register of record. Everything in the binder is built from public information.

All 51 areas: the 50 states and the District of Columbia. The first seven stand in the order the work runs; the rest follow in alphabetical order.
