What it is. The Centers for Medicare & Medicaid Services has announced a new computer matching program between Medicare and the Department of Veterans Affairs’ health system. The two agencies will compare their records to find the people enrolled in both systems, and then compare what each agency paid, service by service, so that care both agencies paid for can be recovered. The results also feed the two agencies’ work against fraud, waste, and abuse. This edition reads the notice all the way down: every point it makes, the clocks it sets, and what it means at each level of a state Medicaid agency — and, just as plainly, where it does not reach.
What it requires. Nothing of any state directly. No screening rule, no enrollment duty, and no provider requirement moves; the edition creates no state report, no state filing, and no deadline of any agency’s own. What the notice genuinely touches inside a Medicaid agency is the picture the agency works from: members who are Veterans enrolled in both Medicare and VA care, and the other-coverage picture that third-party liability relies on, because Medicaid pays last. One clock does run, for anyone who wants a say in the program itself: written comments close Friday, November 20, 2026.
Source. “Privacy Act of 1974; Matching Program,” a notice by the Centers for Medicare & Medicaid Services, U.S. Department of Health and Human Services, published in the Federal Register on Wednesday, October 21, 2026 (91 FR 66560–66561). The edition is built from that notice, the federal regulations it connects to — 42 CFR Part 455 (Medicaid provider enrollment) and 42 CFR Part 433, Subpart D (third-party liability) — and the published structure of a typical state Medicaid agency.
How its date is set. The edition is dated by the release itself: published October 21, 2026. Every clock in it runs from that date or from the program’s own start — comments close November 20, 2026, the program may begin no sooner than that day, and it runs 18 months from the day it starts.
